Dr Andrew Stoeckel

Founding Chairman

Andrew Stoeckel, Founding Chairman of TheCIE, is one of Australia's leading economists. He received his PhD from Duke University in 1978 and his thesis was to build a small general equilibrium model to analyse Australia’s mineral industry. He is a specialist in trade policy analysis and the international economy. From 1981–86 he was Director (Head), Australian Bureau of Agricultural Economics (ABARE), Canberra — the largest economic research agency in Australia and one of the largest in the world. He is a specialist in policy analysis and the international economy, and has initiated and directed programs of research, which have included studies of European policies and international trade that received world acclaim. He has over thirty publications to his credit.

His main areas of expertise are as follows.

  • Trade and investment policy: in 2005, 2006 and 2007 he led two programs of research into the barriers to investment across APEC. These included assessments of the border and behind-the-border barriers. The work received international attention and the ideas have been incorporated into the OECD’s handbook for implementation of their Policy Framework for Investment.
  • Funds management advice: prepared scenarios to help 'stress test' portfolios for fund managers wishing to appraise risks.

  • Economic governance studies: led Thailand component of a major survey of economic governance capacity building activities selected APEC economies.

  • Macroeconomy: prepared a study commissioned by The World Bank in 1998 on the economic crisis in Asia. The study addressed the causes of the economic meltdown and the effects of the crisis for the macroeconomy and each rural sector within Asian and some non-Asian economies.

  • Industry policy: undertaken major reviews of industry policy including a study on factors leading to change Australia’s comparative advantage. In another study he analysed the microeconomic reform consequences for service industries.

  • Strategic planning: was the lead consultant in preparation of the Meat Industry Strategic Plan to 2001 for the entire Australian meat industry — the first time such a strategic plan has been produced. The project involved extensive interactions, discussion and analysis with all parts of the industry covering marketing, processing and production. As a result of the study, several major innovative decisions have been taken by the industry, including implementation of a grading system for beef.
