Derek Quirke

Director

Derek Quirke, Director and Senior Economist, worked for two years at the Industries Assistance Commission (now Productivity Commission) prior to joining TheCIE over 18 years ago. He has extensive experience in analysing commodity markets and the impacts of trade and industry policy. As such, he is heavily involved in the development and application of commodity markets models and economywide models to suit both policy analysis and forecasting applications.

Derek's key areas of expertise include the following.

  • Experience in commodity market analysis, particularly for red meat industries, which includes forecasting prospects for international markets. To do this he must understand the major drivers and trends in global demand and supply, and changes in trade regimes and other factors.
  • Extensive experience in policy, tax and industry analysis using a multisectoral model of the Australian economy (ORANI). Derek maintains the inputoutput database system and the industry and macroeconomic data that support this model.
  • Major strategic reviews including analysis of the Meat Industry Program for the Victorian Department of Natural Resources and Environment. Derek took the lead role in an extensive consultative process with industry and government stakeholders.
  • International experience in the design, construction and application of general equilibrium and partial equilibrium models to assess the effects of, for example, relaxing foreign exchange controls, tariffs and specific commodity policies.
  • In-country experience in Zimbabwe, Sri Lanka, the Philippines and Vietnam. Derek has also been involved with studies in Indonesia, Papua New Guinea and India.
