Nigel Rajaratnam

Associate Director

Nigel Rajaratnam has 15 years experience in conducting economic and financial analysis and providing policy advice to governments throughout Australia on a range of economic issues including budgetary matters, reviews of government expenditure programs in a range of natural resources and transport sectors and infrastructure pricing. Nigel has also worked extensively in the area of utility regulation and building financial models.

Prior to joining TheCIE, Nigel worked with leading state government agencies in NSW, NSW Treasury and the Independent Pricing and Regulatory Tribunal of NSW (IPART). He holds postgraduate qualifications in both economics and applied finance. 

Nigel’s experience includes:

  • undertaking cost-benefit analysis in a range of areas in relation to natural resources policy, more recently in the urban and rural water sectors;
  • conducting building block analysis to determine the appropriate revenue requirements including the calculating an appropriate rate of return for utilities and setting efficiency targets;
  • conducting economic analysis to determine appropriate pricing regimes to apply;
  • conducting financial and economic modelling to determine the potential impacts of different pricing regime of the utilities’ costs and revenues;
  • assessing the potential impacts on consumers of alternative price proposals; and
  • reviewing alternative design of regulatory frameworks to take account of issues such as service quality incentive mechanisms, mechanisms for dealing with consumption risk.
