Phil Manners

Senior Economist

Phil Manners returned to TheCIE in October 2008 after completing his MPhil in Economics at the University of Oxford, having been awarded the George Webb Medley prize proxime accessit. He worked at the CIE from 2004 to 2006 after previously working at the Reserve Bank of Australia and the Australian Department of Industry, Tourism and Resources. Phil also holds a degree in economics (honours and University Medal) and a science degree (mathematics) from Australian National University.

While at TheCIE, Phil has worked on policy and project evaluation, trade and investment, and regulation of utilities and public transport. He is competent in using general equilibrium analysis, cost–benefit analysis and econometric analysis.

Phil has been involved in a wide variety of projects while at TheCIE. Since returning from Oxford, he has assessed the impacts of changes in gaming machine regulations for clubs and pubs on state economies and finances. This involved using the MMRF general equilibrium model to assess direct impacts on state and territory government revenues (such as the loss of gaming revenues) and indirect impacts that flow on from changes in economic activity (such as losses in payroll and other revenues).

Phil has advised the Department of Infrastructure, Planning and Natural Resources on the benefits and costs of the Building Sustainability Index (BASIX). Part of this work involved the evaluation of BASIX on emissions and water use. Phil was also responsible for developing scenarios of energy and water consumption in the absence of BASIX and following the implementation of BASIX.

Phil has also worked on energy market and transport issues for the Independent Pricing and Regulatory Tribunal.
