Public support for science and innovation - ACIAR submission

The CIE prepared a submission for the Australian Centre for International Agricultural Research (ACIAR) for the Productivity Commission's current study on public support for science and innovation. The CIE was well positioned to assist ACIAR in the development of their submission having a long history of undertaking impact evaluations as well as developmental work on evaluation methods and policy engagement for ACIAR. The submission introduces ACIAR’s position in Australia’s overseas aid and innovation systems, and briefly discusses the:

  • effectiveness of research and development (R&D) as a form of development;
  • pathways in developing countries by which ACIAR’s R&D delivers public benefits, and relevance for the Australian innovation system;
  • spillovers to Australia of this international R&D - which are both demonstrable and substantive; and
  • evaluation approaches and methods that ACIAR has developed over the last 20 years.
