The CIE was engaged by Infrastructure Australia to quantitatively analyse the community service obligations applied to the telecommunications, energy, water and transport industries across all nine Australian jurisdictions. Some 315 infrastructure CSOs were identified, at an estimated annual cost of $29 055 million ($2017). This is likely to increase due to population growth, continued under-recovery of transport operating costs and increased eligibility for transport concessions.
Our work supported Infrastructure Australia’s objective to encourage jurisdictions to implement community service obligations that are well-defined, transparently disclosed to the community, paid for by taxpayers rather than other users and, wherever possible, exposed to a competitive process.
