Benefits of building regulation reform: from fragmentation to harmonisation

Australia’s building regulations are the product of two decades of development reform. Moving from a fragmented system based on State and Territory boundaries to a single prescriptive technical building code, then a performance-based building code, and finally the National Construction Code, has resulted in economic gains across the industry and the Australian economy. The greatest gains to reform have been reaped through the allowance of performance-based assessment of building options, followed by the harmonisation of jurisdictional requirements.
