Will is an economist specialising in social policy, evaluation and cost–benefit analysis. He works with government and private-sector clients across health, education, housing, and social services, applying rigorous quantitative analysis to support policy and investment decisions.
Will is experienced in policy evaluation, including ex-ante and ex-post cost–benefit analyses, regulatory impact analyses and applied econometrics. He draws on panel data, survey data and administrative records to estimate program effects, value health and wellbeing outcomes, and assess distributional impacts, using software including R, Stata and Excel.
Before joining the CIE, Will founded and led VERA Economics, an independent consultancy. He has previously worked at Polis Partners and PricewaterhouseCoopers. His project portfolio spans health regulation, education and training, aged care, housing policy, workforce strategy, and the assessment of emerging health technologies.
Will holds a Master of International and Development Economics from the Australian National University, alongside Bachelor degrees in Economics and Science (Mathematics), also from ANU.
