Beyond the tick box: Reforming continuing professional development in NSW

The CIE was commissioned by the NSW Productivity and Equality Commission to use the draft CPD checklist to prepare deep dives for four selected occupations – property agents, builders, nurses and solicitors – with CPD requirements to test its functionality. In June 2023, The CIE presented the final report (Mandatory Continuing Professional Development) which has informed the Commission’s decision.

The CIE used this evidence to undertake a cost-benefit analysis to assess whether the benefits of CPD requirements for each of the four occupations outweighed the costs. The CIE found the checklist was a useful conceptual tool in assessing CPD schemes, but also identified areas where the checklist could be improved, specifically:

  • encouraging consideration of other non-regulatory and regulatory alternatives to CPD

  • providing guidance for in-principal analysis and data collection.
