Sarina has over 20 years’ experience providing economic policy analysis and advice in the human services sector. She has led a large number of consultation programs and delivered evidence based advice in Australia and internationally, to drive effective change in how governments invest in health and other human services.

With extensive expertise in cost benefit analysis and program evaluation, she has developed multiple human services evaluation frameworks to prioritise, monitor, and evaluate investments in health, education, and social welfare programs. This includes assessment of hospital avoidance and substitution programs, early childhood programs, hearing services, palliative care, dementia care, and programs to promote health and nutrition and better manage chronic disease. Most of her work involves ensuring the cost effectiveness of human services sector investments. This includes examining whether outcomes are achieved at least cost, whether spending is targeted enough to be cost effective, and whether services are designed and delivered in a way that minimises the administrative burden on all stakeholders

Sarina is particularly proud of how to transform her deep technical expertise and a thorough knowledge of the health and human services sector to add value to policy and evaluation, transforming complex material into accessible insight and analysis.
