Hayden has more than 20 years of experience in applied economic analysis and policy advice. The application of cost-benefit analysis (incorporating all economic, environmental and social costs and benefits) and related techniques to inform complex policy decisions is his key area of expertise. Since joining CIE in 2006, Hayden has applied cost-benefit analysis in a wide range of contexts, including regulatory impact analysis, program evaluation and R&D impact evaluation.  Regulatory impact analysis and regulatory reform has been a particular theme of his work in recent years, having led and contributed to the preparation of numerous Regulatory Impact Statements and related reports.

Hayden has applied cost-benefit analysis and other economic tools across a wide range of sectors and issues, including: building regulation, health-related issues, energy efficiency, environmental policy, land use planning and disaster resilience. His other areas of expertise include: cost recovery and cost reflective pricing.

Prior to joining the CIE, Hayden worked for the Reserve Bank of Australia and the Tasmanian Department of Treasury and Finance. He holds a Bachelor of Economics degree with first class Honours from the University of Tasmania.
